It's possible that you have sims3dashboard.exe download errant package file in there that is throwing the entire scan off.
I would suggest setting your entire TS3 user game folder aside sims3dashboard.exe download -- pull it out to your Desktop or rename it and a new one will spawn on the next attempted startup. Back out, redo the Mods Framework on the new folder, and put only your NRaas mods in it, nothing else yet, and start a new test game to make sure what you do have in place is working.
Does a Dashboard scan then come sims3dashboard.exe download clean on the new game folder? If so, add some but not all of your content back in.
Does anything different happen? You can always put your original game folder back into place to resume gameplay where you left off if these tests don't kick up anything meaningful.
